Los Angeles health officials have been battling a flea-borne typhus outbreak for the past several months and, last week, we learned it had finally hit the confines of City Hall… Friday’s meeting was called by Council President Herb Wesson who learned of the rodent and flea problem back in November… There were 142 cases of typhus in L.A. County in 2018 — a 55% increase over the previous year… “Rats are emblematic of how we lost control over the homeless trash and encampment issue,” said Councilman Joe Buscaino said. “If we can’t protect the greatest symbol of our own democracy—our own City hall, if we can’t protect our own staff from a medieval disease, then we should pack up and go home.”

Public-health officials and politicians are using terms like disaster and public-health crisis to describe the outbreaks, and they are warning that these diseases can easily jump beyond the homeless population…

…“The hygiene situation is just horrendous” for people living on the streets, says Glenn Lopez, a physician with St. John’s Well Child & Family Center, who treats homeless patients in Los Angeles County. “It becomes just like a Third World environment, where their human feces contaminate the areas where they are eating and sleeping.”

…“We clearly are not in medieval times, but hepatitis A has reared its head, shigellosis [caused by Shigella] has appeared and, occasionally, even typhus, which is a disease that, let’s say, 98.3 percent of physicians in United States read about in medical school, then have completely forgotten because they’ve never seen it,” said Dr. William Schaffner, an infectious disease specialist at the Vanderbilt University School of Medicine…

…“Although typhus normally occurs throughout LA County, we are observing several cases in the downtown Los Angeles area,” said Dr. Muntu Davis, MPH, Los Angeles County health officer, in the initial Los Angeles Department of Public Health release. “We encourage pet owners to practice safe flea control and encourage all cities in the county to ensure maintenance of their trash clean-up and rodent control activities.”

For Mulligan, a society that doesn’t embrace all the tools available to it to stop the proliferation of disease epidemics is one that isn’t serving its citizens to the best of its ability…
